Meet the Experts - Criminal Facilitators: The Role of Facilitators in Albanian-Speaking Organised Crime

For decades, the study of organised crime has focused primarily on hierarchical figures such as the boss, the godfather, or the territorial leader. However, the evolution of criminal organisations, together with increasing pressure from law enforcement agencies, has profoundly transformed these structures.

Today, many criminal organisations operate through more flexible and decentralised networks, where new actors have become increasingly significant: criminal facilitators, also referred to as criminal brokers, intermediaries, or illicit service providers.

Although these individuals are not always members of the criminal organisation itself, they play a crucial role by facilitating contacts, resources, logistics, documentation, financial services, and access to illicit markets, making them key enablers of transnational organised crime.

This webinar will explore the role of criminal facilitators within Albanian-speaking organised crime groups, one of the most dynamic and complex organised crime phenomena currently operating in Europe.

Meet Our Guest Speakers:

José Luis Gil Valero

José Luis Gil Valero is a Court Procurator, criminal intelligence analyst, and university lecturer specialising in organised crime and terrorism.

He holds Bachelor’s degrees in Law and Political Science, together with postgraduate qualifications in Security and Defence and European Union Studies.

His work focuses on the analysis of organised crime groups operating in the Balkans, with particular expertise in Albanian-speaking criminal organisations.

Throughout his career, he has worked closely with law enforcement agencies as an advisor in the fight against transnational organised crime. He currently represents Spain within the European Association of Crime Analysts (EACA), where he coordinates the Research and Criminal Analysis Unit.

Nerea Sanmartín Gómez

Nerea Sanmartín Gómez is a criminologist and criminal analyst, registered with the Professional Association of Criminology of the Community of Madrid (CPCM).

She currently serves as Delegate of the Spanish Section of the European Association of Crime Analysts (EACA).

She specialises in organised crime, particularly criminal organisations operating in the Western Balkans, and combines her research activities with university teaching.

She also contributes to the publications section of Policía Magazine, published by the Spanish National Police.

This webinar is the result of the institutional collaboration between the European Forensic Institute and the European Association of Crime Analysts (EACA). It highlights the work carried out by EACA’s Research and Criminal Analysis Unit and its Spanish Delegation, led by José Luis Gil Valero and Nerea Sanmartín Gómez, who will share their expertise and research findings on Albanian-speaking organised crime.

This initiative reflects the shared commitment of both institutions to advancing research, fostering international cooperation, and supporting the continuous professional development of practitioners working in criminal analysis and forensic sciences.
